Should UK extend the limitations of liability to providers of hyperlinks, location tool and content aggregation services?

This Department of Trade and Industry report says no (... but calls for a review at the European level).
The report was drafted after a public consultation. Of course it shows a split between ISPs and right-holders. Marketplaces such as eBay do not seem to be in the scope of the report.
