WIPO criticizes the way other ICANN accredited arbitration center function, and CAC's recent application (letter from Dr Gurry to P. Twomey, spotted by Michael Geist).

Given my position, I will not comment pages 4 to 6. As for previous pages, I think the letter just describes biases that may exist in every market. And domain dispute resolution has, unfortunately, become a market.
