In this Le Monde article (in French) on Louis Pouzin, the father of the Cyclades project (a project similar to Arpanet in the 70's, which merits a page on the English version of Wikipedia), Mr Pouzin says China launched last May an addressing system in Chinese independant from the DNS (there were confusing information on this a while ago), and also that United Arab Emirates quietly launched a similar system in Arab characters.
